Tackling the Learning Crisis in #Madagascar — The “School for All” Approach — Efforts are underway to deliver quality learning to all children. In collaboration with the Ministry of Education of Madagascar, JICA is implementing initiatives to promote a community-wide collaborative approach for school management improvement, engaging parents, teachers, and local communities. On the ground, the project focuses on: • Participation of the community in school management • Democratic establishment and operation of School Management Committees • Remedial activities to improve learning results • Community-led school meal programs • Promotion of early childhood education using kamishibai • Initiatives to prevent dropouts and grade repetition A key feature of this project is its community-based approach to improving school management and addressing diverse challenges. By bringing together local communities, parents, and school, it empowers stakeholders to identify and address their own challenges, enabling sustainable improvements in education quality and expanding its impact nationwide. In Madagascar, although primary school enrollment rates have reached a high level, low promotion and completion rates remain major challenges. This project aims to address this range of challenges through a comprehensive, community-wide approach and contribute to reducing learning poverty. Launched in 2016, the project has now advanced to Phase 3 (2024–2027).It has expanded to 13 regions, reaching approximately 16,500 schools and 1.65 million children. Toward a society where no one is left behind, the “School for All” approach aims to lift children out of Learning Poverty.

【Water for 900,000 people—supported by Japan 💧】 A seawater desalination plant supported by JICA has been completed in Sfax, Tunisia! The facility supplies about 100,000 cubic meters of water per day, supporting the lives of around 900,000 people. It is a major step toward providing stable water in a region long affected by shortages. With annual rainfall less than a quarter of the global average, the project showcases the strength of Japanese technology in challenging conditions. People are already feeling the change. A 14-year-old girl from Sfax shared: “Water cuts have decreased significantly, and I can feel the water pressure has improved.” The year 2026 marks the 70th Anniversary of the establishment of Japan-Tunisia Diplomatic Relations. This project is a powerful symbol of the strong partnership between the two countries. 【What It Takes to Safeguard Japan’s Chocolate】 Chocolate is something many of us enjoy every day. However, cocoa production in Ghana has been declining due to climate change and the impact of illegal gold mining. Japanese manufacturers are now seriously searching for the next major sourcing country. In 2026, JICA set out to thoroughly examine one key question: What is needed to significantly increase cocoa exports to Japan? To find the answer, JICA visited each part of the cocoa value chain—from farmers and cooperatives to government offices and inspection agencies—gaining first-hand insight into how cocoa is produced, managed, and distributed. 【Understanding the Aftermath of Disaster: Reflections on Recovery in Türkiye】 After the Türkiye–Syria earthquakes of February 6, 2023, Yamada, a JICA staff member, was posted to Türkiye. This is her blog. Dispatch after the Türkiye–Syria Earthquakes Beginning my work there while memories of the disaster were still vivid in society, I found myself reflecting on how people were coming to terms with its aftermath and trying to move forward. Through these experiences, I began to reconsider what “recovery” means.
